Krillin, definitely. Even if he's rusty, he's shown time and again that he can adapt really well to pretty much any situation and we've seen that he focuses on using tactics a lot instead of straight-forward fighting, something that would secure the win for him.
Most of Krillin's tactics and fights he's been in have been with Gohan.
Just because Gohan was there in some of the instances doesn't mean that he can do the same thing. We haven't seen Gohan improvise and be as sneaky as Krillin was in DB, and though he's not as sneaky in Z, Krillin is still muuuuu~uuuuuuch better than Gohan in this regard, and Gohan's never really been in a situation where he's needed to think up complex tactics, as he's either used his rage or had a good power advantage.
Krillin is much better at being sneaky but that's not going to help him in a fight against Gohan. Krillin would also be hesitant to fight Gohan with fear giving Gohan an edge.
How isn't it going to help him? It's helped him against opponents that are much stronger than himself, so it'd work even better on an opponent who's equal to him.

Why would he be scared? He can sense Ki, he'd be able to tell that they were the same strength.
Give me an example of something he would use on Gohan that's sneaky.

Because he knows Gohan and he was scared to death of Frieza's soldiers in Dragon Ball Super when he was hundreds of times stronger than them.
Solar Flare for one. Faking Gohan out with a Kamehameha like he did against Nappa/Majunior and capitalising on Gohan's confusion. Using Destructo Disks as a distraction or simply bombarding him with them until another opening presents itself.

Krillin's also shown time and again that he's not above using his opponent's weakness against them. He did it with Roshi, Chaozu and Goku. Gohan's main weakness would either be his lack of skill or his kindness, two things that Krillin can easily exploit for the win.

As for being scared, we've seen time and again that he's perfectly willing to fight opponents who're waaaa~aaay stronger than him, so if Super contradicts this, then Super's the outlier.
Gohan knows that Krillin has all of these skills and would be prepared. I doubt Krillin would use Solar Flare he's used it once and it was for a getaway.

Gohan doesn't get cocky in his fights. Krillin has been seen to be cocky.
His fight against Cell, proves such. He let that guy regenerate, which snapped him out of his stupidity later when Goku died and he lost use of his arm.

 I am gonna give this to Gohan. He's actually a very experienced fighter who has been fighting against various diverse opponents at a very young age just like his father Goku. He's also decently skilled since he's has been trained under Piccolo and Goku who themselves are pretty much some of the top skilled tiers in the DB franchise IMO. Krillin does have Solar Flare and the Destructo Disk .But, Gohan knows about it and most of the other Z warriors techniques.He also knows how to handle/counter them as seen in his fight with Cell. The only thing that can hold back Gohan is his lack of spirit to go full out. And honestly IMO that's probably the only thing which krillin can use to his advantage.

That was not cockiness though. He just wanted to make Cell suffer for everything he did. And this instance that kind of behavior doesn't matter because he wouldn't make Krillin suffer like that.
